Job Summary:Summary of Duties: Functions as the Chief Executive Officer of the District in carrying out its charge for total water resource management in a 16-county, Southwest Florida region. Position reports directly to the Governing Board; Includes daily direction and operating responsibility for District staffing, $280 million (Fiscal Year 2011) budget and all organization assets. Functions as the principal agent of the 13-member, Governor- appointed Governing Board in recommending and implementing policies the Board adopts to fully affect its charge as prescribed by the Florida Water Resources Act of 1972, as amended (Florida Statutes Chapter 373) and other applicable Florida Statutes, federal statutes and the Governor and Legislature or their representatives. Takes a lead incident command role in District emergency management activities. Participates in District activities and performs other duties as needed.


Appointment Conditions: The Executive Director is appointed by and serves at the pleasure of the Governing Board. Applicants are subject to a background check. The appointment of the Executive Director is subject to approval by the Governor and confirmation by the Florida Senate upon employment, in accordance with 373.079(4)(a), Florida Statutes. The Executive Director designate must be confirmed or reconfirmed by the Senate during the second regular session of the Legislature following a gubernatorial election.

Education and Experience:Position Qualifications and Requirements:
·Bachelor’s degree from an accredited college or university in political science, business administration, public administration or management, or in a technical field related to water resources AND ten years’ progressively responsible, related experience, INCLUDING at least five years’ experience in a senior-level management capacity OR an equivalent combination of education and experience, is required.
·Demonstrated strong leadership, management, communication and diplomacy skills are required.
·Possession of a valid Florida Driver License or eligibility to receive a valid Florida Driver License upon employment is required.
·Demonstrated knowledge of water resource-related issues, resource management, regulation and conservation theory and practices is preferred.
·Masters- or Doctoral-level education or professional accreditation in business, management public administration or other applicable advanced degree field is preferred.
·Education or experience in engineering, science or a water resource-related field is desirable.
